MTI has produced numerous Spill Prevention Control and Countermeasure (SPCC) plans for facilities in Pennsylvania, New Jersey and New York. All SPPC plans are prepared in accordance with 40 CFR, Part 112 and certified by a registered professional engineer. SPCC Plans are intended to ensure that facilities put in place containment and other countermeasures to prevent oil spills from reaching navigable waters.

MTI has prepared various state-required spill plans including Spill Prevention Response plans in Pennsylvania, Discharge Prevention, Containment, and Countermeasure in New Jersey and Spill Response Plans in New York. All state plans are prepared in accordance with applicable codes and regulations.


Federal and several state agencies require emergency spill containment areas to be capable of containing a volume equal to 110% of the volume of the largest tank within the containment area. In addition, the permeability of the containment to the materials stored must be equal to or better than 1 x 10-6 cm/sec and the containment must be able to contain a release for a minimum of 72 hours.
